City man admits meth plot role in MontanaA Billings, Montana man admitted Wednesday that he conspired to help bring pound quantities of methamphetamine from California to Billings, Montana for distribution from 2000 to 2002.
Larry Louis Alva, 38, pleaded guilty to five counts in two federal indictments.
Alva faces a minimum mandatory 10 years to life in prison and a $4 million fine on the conspiracy counts and two of the possession counts. He faces a minimum mandatory five to 40 years in prison and a $2 million fine on a possession charge. Twenty-nine other counts are expected to be dismissed at sentencing.
Alva also will forfeit $9,854 in cash as proceeds from drug dealing under a forfeiture charge.
Assistant U.S. Attorney Jim Seykora said the two conspiracies involved different meth suppliers in California but that the Billings, Montana participants were mostly the same.
During the period of the conspiracies, Alva received meth from David Spencer and Lee Wachholz, who made trips to California to buy meth. Both Spencer and Wachholz are serving federal sentences and are cooperating with the government. Alva typically would receive 1- to 2-ounce quantities every couple of days from Wachholz.
Seykora also said Alva dealt drugs with co-defendant Allen Bramble, who has pleaded not guilty.
Seykora said Alva, who was known to have a suspended driver's license, was stopped in Billings, Montana for traffic violations three times in 2002. In two of the stops, Montana officers got search warrants and found meth and cash in his vehicle. A third stop led to a search warrant and search of Alva's home, where officers found cash and a 9mm Luger on top of some glass pipes with residue.
U.S. District Judge Richard Cebull set sentencing for April 28 and ordered Alva returned to jail.
